Saw this over at ATS it looks like the drone in Big Basin. Some people have commented its a balloon or something else than a drone. Also the video is not so good. What do ya think?

It's got the same energy as the US drones. I just love to see a video. That lets me track the play of energies.
A balloon? Give me a break.
I think is is another model drone myself.
Clearly this isn't anyone sophisticated either with cameras and certainly not with Photoshop. You don't have to understand the language to get what is going on. The only advantage to having had a person good with the camera would have been we would know that the drone was phasing in and out. In this case we can't know that and must assume that the camera lady just couldn't keep it focused right.

It certainly looks to be an autofocus problem. The second half of the video is more stable and easy to interpret. There, it appears that something projects above the body that looks just the way a poor-resolution rendering of the prongs on top of the California drones would appear.
The text accompanying the YouTube video says something like:
A strange object that was in daylight, crossed the sky in the northern part of Sao Paulo, in the neighborhood of Brazil Garden. This happened at the same time that there was a lot of talk about "chupacabras." No one could say that it's a balloon, in its trajectory it makes some attempts to keep open its 12 claws, until, as the police say - "it has succeeded."
This is reverse-engineered from my "border spanglish" and Google translation Portuguese-English. My translation of the last sentence, in particular, is iffy. But "12 claws"?!? Sounds like a reference to the prongs on top.

Here are a couple of screen shots from the video. The first with increased contrast. It does not look like all of the spikes are extended at this point. and notice the white thing extending from the bottom left.
Here is one near the end showing all of the spikes. Hope

It appears that the object is initially a little farther away, and at a different camera angle. At that distance and angle, it appears that the "spikes" are not camera resolvable. Later, the object changes angle with respect to camera and moves closer overhead.
The proportion of diameter of spike section with base section is about 2.5:1. This proportion seems to be consistent in both images suggesting that the spikes are not extending significantly or at all.
In those pictures, I don't see a white thing on bottom left that would be distinguishable from the abundant random noise.

Wow, great find! This certainly does look significant, nothing man-made that I know of that looks like this, and I do see lots of similarities with the drones. It's definitely not the same as the CARET drones, but similar enough that it could be an alternate configuration of one. After all, we've seen many variations on the drone already.

I get a similar translation, Razpad,
but look for yourself, what I get for the translation of "logrou":
